200 Women in Kabul will Benefit from Home Economics Training from Mid-2021

Over the next five years, the Afghan-German Cooperation’s project Technical and Vocational Education and Training (TVET) intends to provide training in Home Economics to more than 1.2 million women. The TVET project and the Technical and Vocational Education and Training Authority (TVET-A) launched the training programme on 4th May at the Presidential Palace in Kabul in the presence of H.E President Ashraf Ghani. The day was dedicated to the education sector for the President’s new initiative called 100 Days and 100 Good News. The pilot phase of the Home Economics programme aims to educate 200 women in Kabul by mid-2021. The estimated budget of the programme is AFN 149 million (EUR 1.6 million) per year.

His Excellency President Mr Ashraf Ghani emphasised quality education and the inclusion of women in the country in his opening statement at the launch event. He called upon all the relevant ministries to support TVET-A with the implementation of the Home Economics programme in 34 provinces of Afghanistan. 

Based on the Educational Management Information System’s (EMIS) 2019 statistics, 76 per cent of women in Afghanistan are deprived of general and technical education. Cultural norms, women’s safety, a shortage of girls’ schools and female teachers, and poor access to sparse schools contribute to this statistic. The Home Economics programme aims to minimise the rate of illiteracy and women’s unemployment in the country and boost women’s household skills, self-sufficiency and economic independency.

The Academic Deputy of TVET-A Mr Hameed Akbar said, ‘The programme will not only enable women to better their household and families but also empowers them to make a positive impact on the Afghan society by contributing to the economic growth and human capital.

The programme offers a set of short-term and long-term training sessions.  Training will include classes on Household Management, Development Psychology, Women’s Hygiene, Family Meal Plan, Family Finances, Child Care, Household Communication, livestock, agriculture and poultry. These sessions will be offered at a grade 10-12 high-school level.

‘We have traditionally learned household chores from our mothers and grandmothers, and we have been doing them the same way for decades,’ said Fatimah, a potential Home Economics student. ‘If I take part in the programme, I will become literate and will be able to do my household chores more consciously. The programme will promote a peaceful family atmosphere and help women become economically independent.’

Women who complete the long-term training will not only receive their high school certificate but will also have the opportunity to work in kindergartens, hospital kitchens, family businesses, manufacturing and as school assistants. The long-term training will start in 2022. Eligible women are those who hold a grade nine certificate.

The short-term training will start in mid-2021. It will provide women with advanced skills in producing homemade products such as clothing and handmade crafts as well as livestock, foods and dairy products. Learning to produce high-quality products according to market demand increases the availability and quality of production for local markets.

The Afghan-German Cooperation’s TVET programme has already developed the curricula for the subjects, learning materials will follow in May.  Teachers for the programme will also receive capacity building training.

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the KfW Development Bank implement the programme Promotion of Technical and Vocational Education and Training (TVET) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). TVET’s aim is to support the TVET-Authority (TVET-A) to establish an efficient vocational training system. TVET does this by improving access to quality teaching, school administration and school facilities for TVET target groups, particularly for apprentices, women and the illiterate. Around 15,200 vocational schoolteachers, among them around 3,400 women, participated in further training since 2012. Around 43,500 young people completed a four-week internship in Afghan businesses through their vocational schooling. In total, TVET established four new schools, renovated 12 schools, and 50 vocational schools have received classroom and workshop equipment.
