On Thursday, the Afghan-German Cooperation handed over a new building as part of the Aqtapa Health Clinic to Kunduz Province’s Department of Public Health. The new Central Health Clinic and Emergency Obstetric Care Clinic located in the area of Aqtapa will provide health services to around 120,000 people in all 64 villages of Qala-e Zal District. The Department of Public Health provided the land for the construction of the building and will be responsible for its maintenance in future. In this way, it hopes to build the level of trust in government institutions. The Afghan-German Cooperation’s Stabilisation Programme Northern Afghanistan (SPNA) financed the construction work at a total cost of about AFN 26.2 million.

This week, representatives of the Afghan-German Cooperation and Takhar’s provincial Department of Rural Rehabilitation and Development (DRRD) signed a contract for reconstructing a two-kilometre road in Taloqan District, Takhar. The project will start at Pule-e-Jalat village located five kilometres from Taloqan downtown along Kunduz-Takhar Highway. It will end at Nowabad-e-Puleqak village. The Afghan-German Cooperation’s Regional Infrastructure Development Fund (RIDF) will support the project’s technical implementation together with DRRD and will fund the project at a total cost of about AFN 109 million.

Yesterday, provincial authorities together with the director of Taloqan River Basin Agency (TRBA) inaugurated a flood protection wall in the city of Taloqan, Takhar Province. Due to COVID-19 safety regulations, a limited number of about 15 participants attended the handover ceremony. The 1.5-kilometre-long wall will protect two villages as well as infrastructure along the Taloqan River, and 2,000 jeribs (400 hectares) of land from floods, benefitting almost 20,000 local citizens. The Afghan-German Cooperation’s Regional Infrastructure Development Fund (RIDF) financed the project at a total cost of about AFN 122 million.

Today, the German Federal Ministry for Economic Cooperation and Development (BMZ) pledged AFN 5.77 billion (EUR 69.8 million) to Afghanistan. The funds are for immediate and direct response to challenges of the Afghan public sector and the private economy to help mitigate the social and economic consequences of COVID-19. These funds are provided as a part of up to AFN 20.7 billion (EUR 250 million) that Germany intends to make available in 2020 for further bilateral cooperation. The German State Secretary Mr Martin Jaeger of the BMZ informed the Afghan Acting Minister of Finance Mr Abdul Hadi Arghandiwal and Deputy Finance Minister Mr Abdul Habib Zadran about these commitments during a video conference call.

Today, the four-day convention Prospectors & Developers Association of Canada (PDAC), Trade Show & Investors Exchange 2020 ended in Toronto, Canada. To promote the Afghan extractive sector internationally, a delegation of five members from the Afghan Ministry of Mines and Petroleum (MoMP), including Acting Minister Enayatullah Momand, participated in the event. PDAC is an annual convention on mineral exploration in which over 1,000 exhibitors, 38,000 investors and 24,000 attendees from 130 countries participate. The Afghan-German Cooperation supported the delegation.

Today, 20 female staff from different directorates of the Ministry of Mines and Petroleum (MoMP) completed a three weeks long leadership training programme. The training took place in Kabul and aimed at enhancing the participants’ professional capacities to enable them to work in leadership or management positions. The MoMP’s Gender Unit initiated the training. The Afghan-German Cooperation’s programme to promote good governance in the Afghan extractive sector (MinGov) supported the event financially.

Yesterday, the Afghan Ministry of Economy (MoEc) and the Afghan-German Cooperation’s programme Monitoring, Evaluation and Communication (MEC) signed a Cooperation Agreement for 2020. In attendance were representatives from the MoEc including Deputy Minister of Policy and Technical Affairs at the Ministry of Economy Mr Ismail Rahimi, the German Embassy and the Afghan-German Cooperation. Since 2015, joint efforts aim at strengthening the MoEc’s capacities for monitoring and evaluating Afghan national development projects. These capacities ensure that projects are efficient, effective, relevant, sustainable, and are beneficial to the Afghan citizens. The budget for cooperation amounts to a total of more than AFN 9.7 million.

Yesterday, the Afghan-German Cooperation handed over a newly constructed flood protection wall to the Kokcha River Basin Agency in Feyzabad District, Badakhshan Province. The 1.8-kilometre-long wall protects around 3,200 residential houses and 31,500 jeribs (6,300 hectares) of land from floods, benefitting almost 50,000 citizens. The Afghan-German Cooperation’s Regional Infrastructure Development Fund (RIDF) financed the project via KfW Development Bank at a total cost of about AFN 132 million.

Yesterday at the Ministry of Finance (MoF), the Afghanistan Urban Water Supply and Sewerage Cooperation (AUWSSC), the KfW German Development Bank and Dorsch International Consultants GmBH signed a contract for a concept study on sanitation in Kabul. In attendance were MoF Minister Mr Mohammad Humayon Qayoumi, AUWSSC Director General Mr Hamidullah Yelani, and KfW representatives Mr Sulaiman Salehi and Mr Richard Ellert as well as key stakeholders including the Mayor of Kabul, the Governor Mohammad Yaqub Haidari and representatives from the National Environment Protection Agency (NEPA). The Afghan-German Cooperation is providing AFN 144.3 million (EUR 1.7 million) in funding for the project and the Government of Afghanistan is contributing AFN 77 million (USD 1 million).
