On 26th January, the Afghan-German Cooperation’s project to promote renewable energy (ESIP) conducted a kick-off meeting for 2021. More than 20 people participated, including representatives from ESIP, the Afghanistan Renewable Energy Union (AREU) and ‘ideas into energy’ - a German non-profit organisation that promotes the dissemination of renewable and sustainable energy and environmental protection technologies worldwide.

Today, the German Federal Ministry for Economic Cooperation and Development (BMZ) pledged AFN 5.77 billion (EUR 69.8 million) to Afghanistan. The funds are for immediate and direct response to challenges of the Afghan public sector and the private economy to help mitigate the social and economic consequences of COVID-19. These funds are provided as a part of up to AFN 20.7 billion (EUR 250 million) that Germany intends to make available in 2020 for further bilateral cooperation. The German State Secretary Mr Martin Jaeger of the BMZ informed the Afghan Acting Minister of Finance Mr Abdul Hadi Arghandiwal and Deputy Finance Minister Mr Abdul Habib Zadran about these commitments during a video conference call.

Yesterday at the Ministry of Finance (MoF), the Afghanistan Urban Water Supply and Sewerage Cooperation (AUWSSC), the KfW German Development Bank and Dorsch International Consultants GmBH signed a contract for a concept study on sanitation in Kabul. In attendance were MoF Minister Mr Mohammad Humayon Qayoumi, AUWSSC Director General Mr Hamidullah Yelani, and KfW representatives Mr Sulaiman Salehi and Mr Richard Ellert as well as key stakeholders including the Mayor of Kabul, the Governor Mohammad Yaqub Haidari and representatives from the National Environment Protection Agency (NEPA). The Afghan-German Cooperation is providing AFN 144.3 million (EUR 1.7 million) in funding for the project and the Government of Afghanistan is contributing AFN 77 million (USD 1 million).

Yesterday, a workshop on encouraging private investment in the energy sector took place in Kabul. Around 160 participants, including women, discussed challenges and opportunities in attracting private financing and long-term investment for renewable energy. Participants consisted of representatives from the Ministry of Energy and Water (MEW) and other ministries as well as representatives from the Afghanistan Renewable Energy Union (AREU), the Afghanistan Chamber of Commerce (ACCI), and private sector stakeholders. The Afghan-German Cooperation’s Energy Sector Improvement Programme (ESIP) supported the event.

On Wednesday, a pool of experts from key institutions in the renewable energy sector shared their knowledge at a workshop with the Afghanistan Renewable Energy Union (AREU) at the Ministry of Energy and Water (MEW). Sixty people, men and women, participated in discussions on how to promote renewable energy in the private sector. Experts helped disseminate updated information to AREU members as well as develop the capacity of its member organisations. In attendance were representatives from MEW, Da Afghanistan Breshna Sherkat (DABS), the Ministry of Finance, and the Ministry of Rural Rehabilitation and Development (MRRD). Yesterday, a workshop on member’s contribution in building up the Afghanistan Renewable Energy Union (AREU) took place at Kabul University. Seventy people participated, including women, and discussed efforts to make AREU more functional and sustainable through membership contribution, which in turn will help promote renewable energy in Afghanistan. The group consisted of representatives of the Ministry of Energy and Water (MEW), the Afghanistan Chamber of Commerce (ACCI), the Afghan-German Cooperation’s Energy Sector Improvement Programme (ESIP) and other AREU members from the private sector. The Afghan-German Cooperation supported the workshop.

Today, the importance of operations and maintenance (O&M) in infrastructure development was emphasised by representatives from the Ministry of Finance (MoF), the Afghan-German Cooperation, the German Embassy, and other Afghan ministerial bodies in Kabul. At the workshop, the key issues of a Memorandum of Understanding between the Government of Afghanistan and the Government of Germany on the O&M of infrastructure measures were discussed, and a roadmap for future O&M related measures laid out. Both sides are committed to progress, provided the conditions are met. In April this year, it was agreed that an envisaged commitment of EUR 40 million for 2019 in the energy sector is tied to improvements in O&M.

Dubai, United Arab Emirates, 5th August 2019 – Yesterday in Dubai, a three-day baseline study workshop for developing a sustainable energy university degree ended. Four Afghan universities and one German university will work in tandem, linking their expertise to create the course and teach the students via blended-learning – engaging with them online and face-to-face. Twenty-one attendees, men and women, including representatives from the Ministry of Energy and Water, the Ministry of Higher Education (MoHE), the Afghanistan Renewable Energy Union, and respective universities participated. The Afghan-German Cooperation supported the event.

From 19th to 21st July, the Afghan-German Cooperation’s Energy Sector Improvement Programme (ESIP) and its partners conducted a Mid Term Review for 2019 in Dubai. Twenty-nine attendees, men and women, participated, including representatives of the Afghan Ministry of Energy and Water (MEW), the Afghanistan Renewable Energy Union (AREU) and other stakeholders from the private and public sector. Agreements for a second phase of Youth Entrepreneurship Support (YES) and for establishing a steering group for enhancing renewable energy in the domestic private sector were signed.
